The original documentation has been provided by Xuebao WU NSMC Beijing
 (xuebao.wu@nsmc.cma.gov.cn) it consist of a MSWORD document containing
 both visible and IR channels

The filters have been extracted from values inside this document and
 converted in 2 columns format. No correction has been made except
 normalization to a maximum value of 1

Channel 3 presents filter response above 3000cm-1 (up to 3300cm-1)
 It has been limited to 3000 for RTTOV calculations.
